In Dubai, villa construction and renovation approvals run through more than one authority. Dubai Municipality issues building permits for villas on land under its jurisdiction, with applications submitted by an appointed engineering consultant through the unified platform known as Build in Dubai. Communities developed by Nakheel and other companies of the Ports, Customs and Free Zone Corporation, Palm Jumeirah among them, fall instead under Trakhees, whose Civil Engineering Department issues their building permits. The Dubai Development Authority licenses construction within its own designated districts. In master planned communities a developer approval comes first: Emaar and Nakheel both require a no objection certificate before documents reach any authority. Who approves what in Dubai
For most of the city, the authority is Dubai Municipality. Nakheel's design guidelines are explicit that the developer's no objection certificate comes before anything is submitted to the authorities. The order matters: developer first, authority second, and a file that arrives in the wrong order simply waits.
Do I need approval to renovate or extend my villa in Dubai?
Yes. Almost any change that goes beyond decoration needs someone's approval, and often two approvals in sequence. Approvals across the other Emirates
In Abu Dhabi the Department of Municipalities and Transport runs building permits, with services hosted on TAMM, the government's own portal, and villa applications flowing through its Binaa digital platform. Two details matter for an owner: the drawings are submitted by a consultant, and only firms holding a valid classification with the department may apply on permit services at all.
Sharjah issues villa permits through the Building Permit Department of Sharjah City Municipality, and applications there are made through the municipality's electronic services by engineering offices the municipality has accredited. In Ras Al Khaimah the registered consultant applies through the RAK Digital portal using UAE Pass, and no structural work above ground may begin until the permit is in hand. Within Al Hamra's managed communities, even minor modifications need the community management's permission, and changes to a facade are not entertained without it.
